Meta Removed Placement Exclusions From Your Ad Sets. There Was No Email.

Around August 25, advertisers noticed the placement exclusion panel had vanished from Meta Ads Manager with no announcement. The replacement — value rules capped at a 90% bid reduction — means you can make a placement expensive to win, but you can no longer make it impossible.

When advertisers started flagging it on August 25, Meta had still said nothing. The ad set placement exclusion control — the panel that let you remove specific placements from your campaign delivery — was gone. Replaced by value rules that, per Social Media Today, cap bid reductions at a maximum of 90 percent.

No email. No notification in Ads Manager. No changelog entry.

What's missing

Placement exclusions in Meta ad sets let you remove specific inventory from your campaign: Facebook Marketplace, Audience Network in-article ads, Audience Network rewarded video, Messenger inbox, and specific Instagram placements. Not suppress them. Remove them. If you excluded a placement, your ads didn't serve there.

That control is now missing from ad sets. What Meta offers instead is a value rules system, which lets you apply bid adjustments by placement, device, or operating system. Per Social Media Today reporting on the change, the maximum bid reduction is -90%.

The problem with -90%: it's still a bid. A bid still clears in low-competition auctions. You can make a placement expensive to win in most auctions, but you cannot make it structurally unreachable. Advertisers who excluded placements because they generated clicks without conversions are no longer excluding anything — they're bidding very low.

This is not a cosmetic change. A 90% bid reduction will reduce delivery significantly in most cases, but delivery is not zero.

Where it came from

This didn't happen in isolation. Meta has been pulling manual controls throughout 2026, and the direction has been consistent.

The February 2026 Advantage+ migration removed campaign-level placement exclusions for accounts moved to the unified structure. Instagram Explore Feed disappeared as a placement in Marketing API v26.0 released July 29. Messenger Stories stops serving August 27.

What's new about August 25 is the scope. This appears to affect ad sets broadly, not just campaigns running inside the Advantage+ Shopping or unified Advantage+ format. Advertisers running manual campaigns with custom audiences are also reporting the control missing.

Meta's Andromeda model determines placement delivery based on predicted user relevance. From Meta's perspective, manual placement exclusions compete with the model's signal. If the model predicts your ad performs well on Audience Network, a hard exclusion overrides that prediction entirely. Meta is removing the override.

The Audience Network problem

For many DTC accounts, Marketplace or Instagram profile feed exclusions are preference calls. Audience Network is different.

Audience Network covers a network of third-party apps, mobile websites, and instant articles. Its CPM economics have historically been lower than on-platform inventory, but conversion rates have also been lower — sometimes dramatically. Brands that identified Audience Network as a high-click, low-purchase surface excluded it specifically because they could measure the damage it was doing to CPA.

Those brands now have a 90% bid cut instead of an exclusion. In campaigns with lower budgets or narrower audiences where auction competition is thinner, that cut will clear more often than expected.

Pull your placement breakdown for the last 30 days. If Audience Network is appearing at a higher share of spend than before August 25, that's the change.

What still works

Account-level placement controls haven't been removed. These apply across all campaigns in an account by default and can block specific placements without needing to be set per campaign or ad set. If Audience Network is categorically off-limits for your brand, account-level controls are now the more durable enforcement mechanism.

Value rules at -90% are the only remaining campaign-level option. Not the same as exclusions, but it's what exists. For high-budget campaigns competing in dense auctions, the bid reduction will effectively minimize exposure to problem placements even if it doesn't eliminate delivery.

For teams using programmatic campaign management or the Ads API: there are reports that placement exclusion fields are being silently accepted and returning HTTP 200 without error while not enforcing exclusions. If your tooling writes placement exclusions, verify they're having the intended effect on actual delivery.

The honest read

Removing placement exclusions is a platform-level power shift in Meta's favor. Meta's argument is that the AI optimizes delivery better than manual rules. That argument has some evidence behind it. It doesn't account for the advertiser's legitimate interest in not appearing on certain inventory regardless of predicted performance — a concern that exists for brand safety, compliance, and budget management reasons that no model can fully replicate.

A 90% bid reduction is an approximation of an exclusion. It is not an exclusion. For accounts managing ad spend at scale, the distinction matters.
