Google Is Cutting Two DV360 Brand Safety Exclusion Controls on October 1. If You Don't Act First, Your Campaigns Serve Unrestricted.

Google is removing Digital Content Label exclusions and Sensitive Category exclusions from DV360 on October 1. Advertisers who don't transition to Content Themes and Inventory Modes before that date will have campaigns running without any brand safety controls — Google calls it 'unrestricted serving.'

Google announced on August 27 that it's removing two targeting types from Display & Video 360 on October 1, 2026. If you run DV360 campaigns and haven't heard about this yet, you have about five weeks to act.

What's being removed

Two targeting controls are being cut from the DV360 API and SDF upload pipeline:

  • TARGETING_TYPE_DIGITAL_CONTENT_LABEL_EXCLUSION — the mechanism that excluded placements by content rating (DL-G, DL-PG, DL-T, DL-MA, DL-XX, DL-XXX)
  • TARGETING_TYPE_SENSITIVE_CATEGORY_EXCLUSION — the mechanism that excluded placements flagged for categories like alcohol, gambling, tragedy, and controversial social issues

Any line item still using these after October 1 will enter what Google's documentation calls "unrestricted serving." That phrase means exactly what it sounds like: no brand safety filter applied, full open-web inventory.

Why it's not a simple swap

Google is replacing these controls with two newer systems: Inventory Modes and Content Themes.

The problem is the mapping isn't clean. Take DL-MA as an example. It covers adult content, graphic violence, and mature social topics — three distinct categories that don't correspond to a single Content Theme or Inventory Mode. You'll need to review each exclusion you currently have set and decide which combination of new controls achieves similar coverage.

Inventory Modes let you restrict where your ads serve at a broad level (e.g., brand-suitable content only, or a curated set of Premium Publishers). Content Themes give you finer-grained control by topic area. Neither is a drop-in replacement for the label-based exclusion system, and some legacy coverage may require two or three new settings to replicate.

Google has published a migration guide in the DV360 Help Center, but the burden of the mapping work falls entirely on your team.

What October 12 adds

Two weeks after the brand safety cutover, YouTube responsive ads gain a new required field: business name (25-character maximum) and an advertiser logo (1:1 aspect ratio, minimum 144×144 pixels).

Starting October 12, SDF uploads that include YouTube responsive ad configurations without those fields will fail validation. If your ad operations team runs bulk uploads through SDF, they'll need the pipeline updated before that date — not just the DV360 settings themselves.

The fix is straightforward: set advertiser-level defaults for business name and logo so every new YouTube responsive line inherits them without per-campaign configuration.

Why this is different from a typical policy change

Most DV360 policy changes include a grace period where the old behavior continues to work alongside the new system. This one does not.

Google has framed October 1 as a hard cutoff. There's no buffer period where your existing exclusions get automatically translated. The day the old targeting types are removed, line items that still reference them lose their brand safety configuration entirely.

Finance brands, healthcare advertisers, and consumer goods companies with strict placement standards are most exposed. If your DV360 setup was built around content label exclusions — which was the standard approach for years — your current configuration will stop protecting you in five weeks.

What to do before October 1

Four things to work through, roughly in order:

  1. Audit all active DV360 line items and identify which ones use TARGETING_TYPE_DIGITAL_CONTENT_LABEL_EXCLUSION or TARGETING_TYPE_SENSITIVE_CATEGORY_EXCLUSION. You can pull this through the DV360 API or export via SDF.

  2. Map your current coverage to Content Themes and Inventory Modes. Don't assume one-to-one equivalence. Go exclusion by exclusion, check what it was protecting against, and find the closest equivalent in the new framework.

  3. Set advertiser-level defaults for both the brand safety settings and (for YouTube) the business name and logo fields. This ensures any new campaigns created after migration inherit the right configuration automatically.

  4. Brief your ad ops team and any external partners who submit SDF uploads on your behalf. They need to know the new fields are required before October 12, not after.
